As Fraginal said, the granting of a visa is purely at the discretion of the consular officers involved. If they have any reason to suspect you will not abide by their rules, the visa can be refused.

We don't give visas to documents, but to people and their intentions.

The granting of visa is discretionary and the country has the right to deny an application even when the documents are complete.
