Depends how old you are. In high school this could be a problem because you see them often and this applies to younger ages as well. If you are good friends then just expect that he may be uncomfortable if you up and tell him. First tell your friend, and if she likes him too, then you may just be out of luck. They already seem interested in eachother according to you. If you step in, that could drive a wedge between the two of you and him. Thats a no win situation for you. Just feel them out, investigate. Bite the bullet, put on a brave face and ask the man of your dreams out for a drink or coffee. he won't feel disgusted. If he is any sort of decent man the least he will be is flattered. If he is not and laughs at you. consider yourself to have had a lucky escape and that the guy is an idiot and he is the one missing out and the one with the problem not you. Go get him and have fun.

You need to realize the only thing holding you back is yourself, and neither of them is to blame for that.
I think you should at least talk to your friend about it. If she's a good friend she'll encourage you to flirt with him and maybe even try to steer him towards you.

If you value your best friend, you'll back off and let it happen between them. But if you think you have a chance with him, and it may be just because they flirt with each other, then get him aside and ask him what he thinks of you and if he's more interested in you than her. Maybe you're too shy to be flirtatious and just need to be more direct in your approach.

talk to your friend first let her know how you feel about this guy if she's really your best friend then she'll stop the flirting and maybe even help you but if she really likes him too you need to work out whats best that you either a) leave him alone and let her flirting continue to find someone who's interested in you b) stand up and get him to notice you more and build up courage for yourself andc) both leave him out for a while and concentrate on girlie nights in but first you need to talk to your friend she'd be really upset if you take him if she likes him but she'll be equally upset if she takes him then finds out
