What is a Transitional City Carrier for the USPS?

I AM RETIRED NAVY ALREADY WENT TO ONE INTERVIEW EARLIER IN THE YEAR FOR A POSITION WITH THE POST OFFICE BUT TURNEDIT DOWN, IT WAS FOR PART-TIME FLEX. JUST RECEIVED ANOTHER OPPUTUNITY FOR TRANSITIONAL CITY CARRIER, JUST TRYING TO GET INFORMATION ON THIS POSITION.
