Okay do i put "exempt" for the Federal w-4 form if last year i made 9k only? What about State W-4 can i also put "exempt" and pay no tax for both federal and State?

You can claim exemption from withholding if you are not dependent and, if
*Last year you had a right to a refund of all federal income tax withheld because you had no tax liability and
*This year you expect a refund of all federal income tax withheld because you expect to have no tax liability.

What you made last year isn't relevant. Use the worksheet with the W-4. If you claim too many withholding exemptions, you may find yourself owing a lot of tax (plus penalty) come tax time.

No, if you made $9000 last year and had any tax liability for it, or if you expect to have any tax liability this year, you aren't allowed to claim "exempt" for federal.
