It is not a sexual behavior but a dominant one. The puppy is trying to assert himself as the dominant or "leader". Taking him to some puppy training classes should help, as he needs to understand that YOU are the pack leader. One simple way of showing dominance is to catch him in an inapproptiate behavior such as you described, and put him on his back. You should hold him firmly but gently until he stops struggling, and once he goes limp praise him. Definately sounds like puppy training would be good for him!

Is the puppy neutered? Sometimes males will be more dominant unless they are neutered, and his mounting could be a sign of dominance (or attempt at dominance).
In the more likely case, mounting is not directly related to sex for most dogs. It can also be play initiation and a sign of affection. The best thing you can do in this case is to neuter your pet (which should be done any way), and ignore the behavior. He will grow out of it. Pushing him off the mother or sister (or even your leg) will only make him do it more because he will become more excited.

My dog started doing this really young and they older he got the worse it was. He even started to get a little aggressive. I didnt want to get him neutered but decided I had to. He's been neutered for about 2 months and is like a different dog. He doesnt hump anymore and is not aggressive at all.

First of it's not sexual (yet) so that's not the issue. He is exerting dominance over them. When he does it, calmly pick him up and put him in his crate or in a room by himself for about 15 minutes (puppy time out). Dogs teach each other manners by isolating the rude one. Gradually he'll get the message.
And I agree, neuter him to reduce his dominance level.

Get your male puppy large soft toys ie teddybears that he can 'hump' on. My chihuahua was castrated at 1yr and 5 yrs later continues to 'play' with his soft toys once a night...make sure they are larger than him for best results!!!!
P.S My dogs behavioural therapist also suggested getting my dog tested for his thyroid - apparantly a thyroid imbalance can have something to do with it. (My dog was fine though)

neutering will only cause sterilization, it will not correct a survival instinct. AND the puppy, depending on breed, might grow up to be one disgruntled dog.

take the male to be neutered together with the girls. This is a domination thing, but it derives from sexual frustration too. Get him neutered!
