Do you really want a "boyfriend" really quick? Or just a guy you enjoy dating, and see where it goes from there?
I think that's the first thing you should ask yourself. From there, it shouldn't be too hard.
Flirt with guys you see and like. Flirt with guys in general. Soon, so many guys will be asking you out it will be nuts. I'm a guy, let me tell you, we're easy to please! Flirt, be nice, and pretty much, we'll be into you.
Guys all want a relationship too, no matter what we all want you to think. But pushing that aspect too quick, can make a guy nervous. Just start dating, enjoy the process. You'll be surprised at the results!

Pheoebe you must be young. I will advise you to tend to your studies and get into you. Really, why do you need someone in your life? You don't love yourself or enjoy your own company? You shouldn't feel desperate because you don't have a boyfriend. Really go clean your room throw out old stuff or things you don't use. Get into yourself more. Make a list of all the things you want and need. DO YOU!

don't be afraid to go on dates even if you think you're not sure about a guy.
there's no harm in not going on a second date if you don't like the guy. you will have done nothing wrong.
also, there's nothing wrong with going on dates with multiple guys at the same time (same week/month, not EXACTLY the same time in the same place) but you have to realise the more dates you go on with any one guy, the higher the exepctation that you're not dating other people.
parties, clubs, bars, concerts, through friends, book clubs, large social dinner parties. all good ways to meet people along with anything else where people congregate
don't be afraid to talk to people

Don't just settle for any old guy. Be choosy. Find someone you can get along with as a freind- someone you can respect and who respects you- someone who excites and attracts you- and is equaly excited by, and attracted to you. That's more important than just snagging the first guy who bumbles along.

Being that we don't know your age, I would say it all depends on how old you are and why you sound so desparate to find someone...now after all this time.
The best way to attract someone is to not show that you need anyone.
