It's in Proverbs!
Proverbs 1: 7 The fear of the Lord is the beginning of knowledge, but fools despise wisdom and discipline.
And also Proverbs 9:10 The fear of the Lord is the beginning of wisdom, and knowledge of the Holy One is understanding.
Proverbs 15:33 The fear of the Lord teaches a man wisdom, and humility comes before honour.
Proverbs 3:7-8 Do not be wise in your own eyes; fear the Lord and shun evil. This will bring health to your body and nourishment to your bones.
Proverbs 1:29-31 Since they hated knowledge and did not choose to fear the Lord, since they would not accept my advice and spurned my rebuke, they will eat the fruit of their ways and be filled with the fruit of their schemes.
Also many other verses like Proverbs 28:14 Blessed is the man who always fears the Lord, but he who hardens his heart falls into trouble.
The first two quotes are equally the best answer. But the first one is probably the verse you mean.
Fear has stopped me in my tracks.
Fear of making a mistake puts the breaks on actions that have unforeseeable consequences.
Proverbs 16:6 Through love and faithfulness sin is atoned for; through the fear of the Lord a man avoids evil.
Proverbs 23:17-18 Do not let your heart envy sinners, but always be zealous for the fear of the Lord. There is surely a future hope for you, and your hope will not be cut off.

You know, there is another way of looking at the fear of God. A person in some sort of state of grace will fear God not for her own sake but the sake of her adversaries. A man or a woman in grace will not escalate a battle even when they know that they are right, because they fear God's messengers will go calling on the adversary. In no circumstance will a God fearing person encourage an adversary to make things worse for fear of God's answer to the aggressor. The ignorant aggressor will suffer God's wrath in a ten times proportion to the transgression. So some one in Wisdom will never ever make the situation worse. However, it is remarkable how the transgressor will freely and willfully escalate the battle without provocation, as they have no fear of God. I always cringe when I think of what might happen to them. I often think, "You poor fool, you have no idea of what you have just done to yourself. I sure wouldn't want to be in your skin. You are going to start believing that there is a God, but you're too late to avoid the pain." The Dunce.

I do not fear the lord. Why would you fear someone that is supposed to help you in every way possible. I try not to do things that will have a fearful outcome.

The text has already been given so I thought adding another text to the mix might clarify what it really means, especially given your additional comments...
Proverbs 8:13 To fear the Lord is to hate evil; I hate pride and arrogance, evil behavior and perverse speech.
edit: We must never forget that we are all sinners in one way or another and that all sin is evil, no matter what that sin is.

I think that the original word used in the Bible - just happened to be translated to "fear" - when in actuality - it may have had several meanings - one of them being "awe". Being in awe of God and being in fear of God are very different.
If we are supposed to be afraid of God - I don't think the homosexuals have nearly as much to fear as the people who are judging them.
But then - I don't think we are supposed to be afraid of God. God is LOVE!
Namaste!!

I like this better.
"Those who fear God, have nothing to fear."
Fear of God doesn't mean you are "afraid" of Him.
It simply means that you trust in His omnipotence, and realize that so long as you have faith in Him, nothing else can hurt you spiritually.

Wrong definition of the word "Fear". In this context it means "to be in awe of". Not "to be afraid".
