Of course He does!!
Tell your friends at work to read their Scriptures: Jesus told a parable about two men who went up to the temple in Jerusalem to pray. One was a Pharisee -- a member of a leading religious sect of the day. The other was a tax-collector. Since the land of the Jews was occupied by the Romans, we can imagine that a Jew collecting taxes on behalf of the hated invaders was treated with contempt. So the parable portrays a member of the religious establishment and an outcast. But Jesus says the Pharisee prayed "with himself, 'God, I thank thee that I am not like other men, extortioners, unjust, adulterers, or even like this tax collector. I fast twice a week, I give tithes (i.e. 10% given to the religious authorities-the temple) of all that I get'." Obviously this man thought he was doing a good job for God and expected to be commended.
"But the tax collector, standing far off, would not even lift up his eyes to heaven, but beat his breast, saying, **'God, be merciful to me a sinner!'** " (Luke 18:9-13, R.S.V.). This man's circumstances had made him keenly conscious of a sense of personal failure. In that frame of mind he begged God to help him.
Jesus tells us that his prayer did far more good than the boasting of the Pharisee!!

It doesn't matter much what I think, but let me show you what the Bible says. Check out Isaiah 1:15, Psalms 66:18, Micah 3:4, 1 Samuel 8:18. God does not hear the prayers of sinners. Look for more evidence at what Jesus says in John 9:31. This kind of shoots down the concept of the sinners prayer. No where in the Bible is anyone told that to be saved they have to say a prayer. No one in Acts was told to say a prayer for salvation. No where in the Bible is even the sinners prayer found.
With that said, how do we get our sins forgiven? Look at Acts 2:37-38, Acts 22:16 (notice here it is said when you call upon the Lord), Mark 16:16, Romans 6, Galatians 3;27, 1 Peter 3:20-21. Look to scripture and the answer will be there.

God does NOT hear the prayer of sinners, unless they are calling to repent. Sin seperates us from God. and we are seperated until we repent.
Its sounds good to think we can walk in sin and God hear us. BEcause our God is a loving God. HE also has commands uof us, to not operate in sin anymore. We as Christians have way more expected of us than anyone else, because we do KNOW.
GOd will not hear the sin of a sinner, or a non believer, unless they repent and want to be with God, be it for the first time or after knowing GOd awhile. God hears everything, BUT HE will not answer the prayer of a sinner, unless they call to repent.
PPL want all the blessings of God, yet God says the blessings come from obedience. When we are loyal and faithful to God, He is faithful to us.
WE must know all of Gods word to keep it, and we cant do it without the power of the Holy Spirit, then we can.
God has called us to have the nature of Christ and His excellent character. HE commands it, He requires it. WE are no longer a fallen sinner, once we are born again, but of a new nature, of overcomers thru Jesus . in 1 John 3:9 it says those born of God cannot sin. Lets know all of Gods word and then we know how to teach it. Hope I dont sound ike I know it all, I dont, noone does yet, but I am sure trying. How can we know if we dont study and pray to KNOW? God wont wink on ignorance, when we have not tried to know.
God is a loving God but He calls us to be like Jesus and be loving too, enough to love and obey the FULL call of God.
God bless you for asking. I pray in the name of JEsus Christ that GOd will reveal so much to you from now on, that you will be led to overflow in all things, new revelation, visions, dreams, all of it . You are being blessed.

Yes, but He doesn't communicate in words, so most people, including Christians, spend their time talking and talking but never become still enough to hear God's answers.
It is just so silly that think God would discard his children just because they believe one thing over another. That concept is part of man's little world and has no place in God's magnificent universe. Those who perpetuate that teaching are not listening to God at all. They are caught up in the words and missing the message.

Psalm 66:18 If I regard iniquity in my heart, the Lord will not hear me:
INIQUITY
INIQ'UITY, n. L. iniquitas; in and oequitas, equity.
1. Injustice; unrighteousness; a deviation from rectitude; as the iniquity of war; the iniquity of the slave trade.
2. Want of rectitude in principle; as a malicious prosecution originating in the iniquity of the author.
3. A particular deviation from rectitude; a sin or crime; wickedness; any act of injustice.
Your iniquities have separated between you and your God. Is.59.
4. Original want of holiness or depravity.
I was shapen in iniquity. Ps.51.
You see in number 3 it says sin, now God will here the sinner if they are repenting. But if it someone who does not believe in God, and just prays because they want something He will not hear it.

everyone is a sinner so he hears everyones prayers, but you must accept him for him to pull you through. he may hear you but that doesn't mean that he's going to give you what you want. but the minute that you ask him to save you, and tell him you accept him and are in need of forgiveness, then he is right thee by your side, and remember sometimes when you don't get the answer your looking for, then it's not that he's not answering, it's just that the answer is no. he knows what we need more than we do, and sometimes we don't understand why he would tell us no about something but one day we will know why. he see's the bigger picture . god bless.

Hold on...........I gotta look it up.
EDIT: Micah 3:4
Then they will cry out to the Lord,
but He will not answer them.
AT that time He will hide His face from them,
because of the evil they have done.
Point?: I don't think it means that God doesn't pay attention to people who sin.............we all do every day. However, He was speaking in this case to people who lived an evil life -- but felt safe because they "knew" Him. They were cheating people, etc. God really hates for people to be cheated -- okay, back to topic.
To be connected to God, our sins must be forgiven by Christ, and then we must not go back to our old way of life and expect God to bless us. When our sins are forgiven, we surrender our wills to Him. Our life is not our own anymore.
