Where does it say so? Can you please give an example?
And I looked at the answerers above, I really feel sorry for their ignorance. Noone is cutting noone's head. Studying Islam is necessary because of this. It's like studying every religion. If you don't have knowledge, you will be an ignorant like many, you will talk nonsense and those who know what's Islam is about ( like me ) will laugh at you so hard! lol.
Don't take it personally, I'm glad you are asking. There is no punishment like that in Islam. Everyone has a free will, you know!
There is no compulsion in religion... (Qur'an)

I don't think it is so much as refuse to study Islam because Islam is a way of life. If you mean that you stop following the ways ie stop salat, eat pork, alcohol and in general you dismiss the faith and question it then you become Kaafir - person not of the faith.
By the way what is all this "chop of your heads" - very strange - I have seen this more from people who are not Muslim then those who are - don't get it. In Islam the only time you fight is if you get attacked in your home (defense) and if your religion is threatened (ie your land is overtaken and you are told to change your beliefs or forced to). I am sure that if this situation ever arose for you you would also defend yourself and your beliefs.

The Glorious Qur'an says, "Let there be no compulsion in the religion: Surely the Right Path is clearly distinct from the crooked path." Al Baqarah, 2:256.
Remember one thing, its God who guides people so we cannot force anyone anything so people who try to force people to teach them something is wasting his or her time.
Peace

in Islam, someone who doesnt know about Islam is called 'Jahil' or literally mean without knowledge/guidance. for someone who refuse to study Islam or to Islam itself, the person is called kafir. Now why would someone study Islam? just consider Islam as the way to know yourselves hence the meaning of Islam itself is to surrender or to submit. but to Who? In the Quran(which mean read) every soul will be asked on how they led their life on earth. well if u did a little bit of study about Islam maybe you can answer that you have tried but if you yourself refuse to study, you cannot blame God for sending you to the Hell

I do know that it is very dangerous for an American girl to marry an Islamic boy. If he takes her to his country and she wants to come back and he doesn't want her too. There is nothing her family can do about her. If she gives birth to a girl.
The girl must grow up and marry an Islamic boy or be killed.
She cannot be free in an Islamic country.

What does it mean if a Muslim wishes to renounce the faith and become a Christian .. last time that happened the poor fella needed sanctuary in the US, who were good enough to provide it otherwise he'd have been dead.

This depends on the person, every Muslim needs to know the basics once they know that then its up to them what they want to learn.

Someone who does not study the Koran is called "kafir" (also kufir, kaafir)
Sura (chapter) 8 Verse 12 is written about Allah's guidance following the Battle of Badr:
"Terrorise the mind of kafirs, Behead them and break their limbs"
Alternate translations:
YUSUFALI: Remember thy Lord inspired the angels (with the message): "I am with you: give firmness to the Believers: I will instil terror into the hearts of the Unbelievers: smite ye above their necks and smite all their finger-tips off them."
PICKTHAL: When thy Lord inspired the angels, (saying): I am with you. So make those who believe stand firm. I will throw fear into the hearts of those who disbelieve. Then smite the necks and smite of them each finger.
SHAKIR: When your Lord revealed to the angels: I am with you, therefore make firm those who believe. I will cast terror into the hearts of those who disbelieve. Therefore strike off their heads and strike off every fingertip of them.
Many Muslims, almost entirely in the West, will say that this directive was only specific to that battle that day, but it is used throughtout the Muslim world (90% is not western) as a general directive for all times of Jihad, and most iof the Muslim world considers us to be in Jihad now.
