When people say things that anger you, whose is the final choice of whether you get angry at it or not?

Fault? You make it sound like there's something wrong with being offended. It depends on what is being said and the situation as a whole. The only time "fault" would actually come into play is if I acted on my anger. As for the final choice of getting angry, it's not always a Choice. Emotions aren't always chosen (did you chose to love your parents? Or care for your friends?) Nothing is that black-n-white.
Edit:
So you are completely emotionless? You feel nothing even when you see someone, or a group of people, fight to have laws changed that you feel are right to begin with? (This is merely one example) I'm not sure having control over emotions means the same thing as being without emotion.

Its your own fault. I think its natural instinct to be initially offended, but then once u think about it, if you choose to keep being offended, then thats a choice. If you have good self esteem, then you know that it really does not matter what someone else thinks. In the end, the choice to be happy and confident depends on you, therefore, the only opinion that really matters is your own.

Yes you can. Usually it's determined by how much thought you've put into the thing that offends you. As children we take our lead from our family, later on we include our friends, much later on we start to formulate our own opinions through widening research and consideration. This is where I believe we become responsible for the offence taken.
Sometimes things will still offend you throughout your life for no reason of your own. This is healthy because it helps you grow in that area - it opens the door for you to formulate your own opinion as you have done with other things in your life.
When assigning fault - I don't believe there is any. We all take offence at certain things and as long as you feel there is reason behind it, there is really nothing wrong with that.

You could say it is your fault if you are offended, because you were not strong enough spiritually, to deflect the hostle or angry energy directed at you. It is not easy, to be the one in control, when the emotions of others arround you are so out of control. But if one makes oneself spiritually and morally strong, one can be the stabilizer of emotions in yourself, and helpful in being an emotional stabilizer to others. One must remember, that it does no good to go arround blaming others for how one feels, since the consequences in this world, for how your feeling affect your own well being, and that of others, will be consequences happening to you.

Ultimately, the individuals. However, there are many things in society I find offensive - war, poverty, lack of education regarding how to keep oneself from getting diseased, etc.. and I feel I should be offended by such things.
As far as personal slurs, it's your choice to let your buttons get pushed or to walk away from it.

I think yes, especially when your person is threatened... on here no, not really,, people come here to offend and be offended. they are all willful participants
