Because Chinese isn't just one language, you have Mandarin and Cantonese among other spoken in China. The little English you may find in China comes from Honk Kong that was under the influence of England for centuries.

Their mouth wasn't taught at a young age the English sounds that they need to make which is why they pronounce words funny. Not all Chinese as a whole speak bad English, so don't think that.

Let me put it this way, how is your Chinese?
English is a complex language and is completely different from Chinese in sentence structure, writing forms, grammar and syntax. I could not imagine trying to learn Chinese, but give credit to thousands of Chinese students and immigrants who study English and learn our language.

If you want to learn Mandarin but you have no clue the place to begin then a course for Mandarin is the best on the web program for the newcomers since it genuinely begins with the basis.
