What are the requirements? How to register? Where? Under what act? Whether a Government employee can start it? Whether he needs to take permission from the Employer?

Your government office should have a policy regarding what employment activities you can engage in outside of office hours. If you cannot start a business outside of your work, then you cannot start/run/receive payment from a NGO. However, that won't prevent you from volunteering (not receiving pay) for an NGO engaged in activities that you want to support, so long as you volunteer outside of your employment hours. The best place to find out how to register an NGO in your country is to talk to an established NGO, to find out how they did it. Better yet, talk to more than one NGO.
