Aaron, if a city needed to repent it wouldn't have God's favor. God would send the prophets to preach to the unfavored cities and warn them to repent or receive judgment. God wouldn't favor a rebellious city. They must repent in order to receive his favor.

The old testomony? or under The old regulation? 2 fairly some issues. the old regulation did no longer substitute until Acts ch. 2 Thats while it grew to become the Christian age. Jesus Himself, lived under the Mosaic regulation.

Jeremiah, Obadiah, and Malachi that I can think of.
Jonah actually wanted God to judge Nineveh... that's why he ran away--he didn't want the people to change their ways.
