Do they have a cell phone? Most plans will allow you to add a phone for as little as $10 extra per month. I did that for my son when he was 15 and I'm thrilled that I can now contact him at any time. He is only allowed to make/accept calls from others on our same plan. It's GREAT - he can't escape his nagging parents ever again. Use that one on your parents. It's a safety feature in my eyes.

Well, maybe you only think you need the phone... Maybe you should weigh your own reasons. Do you want one because EVERYBODY has a cell phone, and you are the only one who doesn't, therefore you feel out of place? Or is it actually a necessity. Because having a cell phone isn't just about having a cute accessory or even being able to get a hold of people while you're out. I mean, maybe the reason why they won't get you one is because they can't afford it. Or because they don't think you are responsible enough to deserve one... (I don't know you so these are just generalized ideas...)
But anyways, if you want to convince them to buy you a phone, maybe you can suggest working for it, (like doing extra chores around the house, etc.) Don't beg or make yourself look desperate. Just tell them that it would be easier for them to keep tabs on you if you had one, and since you understand that it costs money, you would be willing to help in some way to pay for it. I'm sure they will appreciate your adult way of approaching the subject and would be more likely to consider the request... Whatever you do, don't act pissed off, this will only make them angrier!!!

Sit your parents down when they are happy and ask them to listen until you are done. Tell them you will answer any questions they have AFTER you are finished and that you would like a response the next day (NOT THAT DAY!) Tell them that you will be okay with either response. Some of the reasons you gave for needing a phone sound reasonable, such as my friend's phone is being paid by her parents and it is expected to be for her use. Also, tell them that you would like a phone that they can control. Some companies offer kid phones, like Disney and FlyPhone, that allow parents to add phone numbers so your phone can only be used to talk with those phone numbers. This allows them to know who you are talking with. These phones also have cards that can limit the amount of use time, so you do not cost them more than they expect a month. Tell them that you will follow any rules that come along with cell phone ownership such as only after homework is done or not past 9 p.m., etc. Then ask them if they have any questions and answer them honestly. Tell them you are greatful for their time and give them a hug/kiss. A reasonable parent with the financial means will probably say yes if you follow this. Good luck and remember that if they say no, it is not such a bad thing, and if they say yes, be responsible.

Were you stomping your feet as you wrote this? At 15, you could easily do some odds and end jobs, like baby sitting or helping out around the house for some extra money. Ask you parents if they would consider the phone if you pitched in on the cost. I still don't think you NEED a cell phone though. If you want it that bad, you CAN make it happen! Be smart and work for it!

I'm a Mom, and there is only ONE way I would ever give my son a cell phone before he is able to pay for it himself. It would be a prepaid phone, with only 10 minutes on it, for emergency purposes. You don't NEED a cell phone. You WANT one. There is a huge difference. Try to earn some money to pay for one. Maybe then you'll understand why your parents are so against it.

You don't NEED a phone. But if you really want one, earn it. Get a job and buy it yourself. Or talk to your parents about doing chores around the house in return for eventually getting a phone.

If your parents already have an existing plan, just ask if they could add you on to it. You can use your allowance or saved money to pay for your share. Adding on one additional line will cost no more than $20 a month.

tell them all your friends have one
its annoying your friends when your parents call them just to speak to you (even if it isnt)
do jobs around the house
tell them if there is an emergency and you get lost or something what are you supposed to do?

AT&T has Go-Phones (prepaid) that have decent features like unlimited mobile to mobile (same network) so you won't have a huge bill and you can also add money to it yourself
