This is the way I view it:
1st: Hand-holding, hugging, maybe even light kissing.
2nd: Kissing and making-out...hands off
3rd: This one is often debated. I think of this one as making-out with "wandering hands." Other people might include oral sex or manual sex in this category.
4th/homerun: Sexual intercourse

Third base, in baseball, is when you reach the base right before you get to home base (where the batter stands).
However, if you are talking about the sexual terms "first base, second base," it means that you are putting your hands in eachother's pants ... and pleasuring one another.

I think it has to do with being more touchy feely in a relationship. You start with talking and maybe kissing. Then necking and petting--lots of touching in places that normally shouldn't be touched. 3rd base is all the way or actually having sex.

It comes after second and is before home plate! As a batter, you must hit the ball and run to first. Then, the next batter up, hits the next ball, you run to second, and he runs to first. The goal is, to make it to home plate without being caught with the ball.
