try doing a food trial. no chicken, beef, lamb, fish, corn, wheat, soy, or beet pulp. instead feed a food with either venison, rabbit, duck, or bison for at least 8 weeks to determine if your dog has a food allergy.
you could also have your vet allergy test him.

Most often chewing on the paws is in reaction to an allergen. This is commonly the food they are eating. If you are feeding the average over the counter dog food, that could be the reason. They are high in beef, wheat and yeast...all things that dogs are regularly sensitive to. If you e-mail me, I can give you a grading system for foods and how to tell which are good and which aren't. There's also a list of common dog foods and their scores. You might also look into finding another vet. They can test for allergies, give a low dose prednisone to help with the itching, and there's also homeopathic remedies to help as well.

Usually it indicates allergies. Know how your nose itches when you are allergic to something? Dogs have the same type cells in their feet. So if they are allergic, their feet itch.
Common causes are:
Food (containing corn or wheat) - check your bag!
Too-frequent bathing which strips the skin
Grass and pollen - if this is the case the first couple good hard freezes should alleviate it.
Have you checked to make sure there is not a thorn or a cut on his pads?
See your vet if it persists.

I agree with everyone that suggested allergies, another cause could be that his nails could be too long. I have an Ibizan that will chew her nails if they start getting long; a reminder to me to make sure they get clipped right away.

many dogs with fleas do this also if your dog has Allergies it would most likely itch since it can't scratch with its nails it would bite and that would take care of the itch for a little while. go to the Vet at least that is what i would do.

My cocker did this and the vet said it was allergies. I got meds from the vet and the dog got better.

my golden did that constantly and it turned out it was an allergy to grass!!
it might be an allergy or dry skin. take the pup to the vet to figure out how to best get him more comfortable.

It could also be a nervous habit if you just got him...
Otherwise, it might just be an allergic reaction to food or treats...
