They really are best on the grill (preferably using charcoal, not gas).
But 2nd best would be under the broiler.
If you want to use a frying pan, just skip the skewers and call it stir-fry.

You could even use stew beef to make them and yes, you can cook them in the frying pan but don't cook them very long if you use stew beef or it will really get tough. Sprinkle some teriyaki sauce all over them or, if you have time, marinate them in it. Saute some onions and bell peppers to go along with it too - and some mushrooms if you have them. All those normally go on kabobs so you should be good to go. If you don't have Teriyaki sauce then use soy sauce with a little water, black pepper, garlic powder and about 1/8 tsp of sugar.

Beef Shish Kebab r
INGREDIENTS:
* 2 lbs beef sirloin or tenderloin, cut into 1 inch cubes
* 1/2 cup olive oil
* 1 tablespoon white vinegar
* 1 teaspoon cumin
* 1/2 teaspoon coriander
* 1/2 teaspoon paprika
* 1 teaspoon garlic, minced
PREPARATION:
24 hours prior to grilling, prepare marinade by combining olive oil, vinegar, corinader, garlic, cumin, and paprika. Pour marinade into freezer bag and add beef cubes. Allow to marinate in the refrigerator until ready to grill.
Remove from refrigerator and thread meat onto skewers that have been sprayed with cooking oil.
Spray grill with cooking oil to prevent sticking.
Grill for 5-7 minutes on each side or until desired doneness.
Serve over a bed of white rice, salad, and pita bread.

Yes, you can make them in a frying pan. I would use a high quality steak, as other cuts would probably be to tough. If you want to spent the money, tender loin (fillet mignon) would be the best choice and the most tender. Top sirloin is also a good choice and I think it has more flavor than fillet mignon but it can be tough and chewy.

I have found that they work pretty well in the frying pan. Mine is cast iron, and I don't have a grill or oven, so everything I cook is in that skillet. Most things work. Turn the heat way up and cook 'em fast--just like you would on the grill.

A good cut of steak is best. That will be the most tender. If you have an indoor griller use that, if not you can put then on a rack over a pan and broil in the oven broiler. You must turn them. Good luck with them.
