The answer to this lies in just how hard you throw them and how soft your wall is.
The last time we ran out of undies and had to raid the wall we used nail-polish remover.
1. Spray said underwear with NPR (you need lots of this)
2. Let soak for 10-12 minutes
3. Starting from outer edges and moving inwards, gently tug underwear from paintwork.
Following these instructions will not leave any chipping but it works out cheaper to buy new grundies anyway.

Alot of hot water and a putty knife. Kinda like stripping wallpaper except this would be wall fabric. How did the undies get on the wall?? A rough night lastnight?? Better hurry up and remove them before you wife gets home.

Try spraying them off the wall with a high pressure water hose.
