It's under a cabinet, so I can't use votives-that-fit. I've thought about potpourri or miniature soaps, in various shapes of cordial glasses, for a purposeful use. Know hand-dipped candles joined by wicks would work, but be a little affected. Thought about magazines. Any other ideas?

What about a small flower box, filled with growing fresh herbs? Everything's on sale at the garden departments now; look in the hardware sections for a flower box which is designed to hang over a railing. Or you can fashion one yourself from a metal bread pan you've decorated, then hang it with bent metal coat hanger wire from the towel bar. Use the metal pan as a tray to hold smaller pots of herbs with a layer of small stones under the pots.
