Your question is rather incomplete.
There are penalties for using radar detectors, there are penalties for violating speed laws that are proven with radar.
The sentence is usually a fine.

Radar is short for "Radio Assisted Detection And Ranging. It is, or was, a common method of MEASURING speed of vehicles. It is also used to detect and track aircraft.

Radar is NOT an action. Therefore it CAN'T be a crime. Unless you want us to use radar in a sentence, your question is missing. If you want radar used in a sentence, there are 4 examples in this answer.

CGIV76: Is not entirely correct. Radar detectors are NOT illegal everywhere.
