I had the first piercing for 26 months and it never got infected and I didn't really follow proper aftercare. It accidentally healed over in March. I got it re-pierced 3 days ago. The piercing chick put the hole right under my previous one using a 12gauge hollow needle and she put a horseshoe ring in it. Since that night, this clear yellowish liquid has been crusting on the ring even though I've been dripping peroxide onto it 6-8 times a day. I noticed today that pus had collected and a little more came out when I squeezed the skin together around the hole. I have a feeling the scar tissue from my previous piercing is rotting now that it has been exposed to air. What should I do with it? How can I treat it?

You used the word "pus". That means it is infected. I'd go to your health care provider. You'll probably need an antibiotic.

You got it pierced with a 12 gauge O.O
Did you request that?
Because as far as I know, 16/14 is standard. I don't know anyone who's been pierced with a 12.
But anyways.
Just because there's pus doesn't mean it's infected.
It's a tunnel through your lip, so your body is cleaning out what is in the hole.
As long as it's not a greenish color, you should be fine. Clear to yellowish is a normal part of the healing process.
And the crusting is normal as well.
You should stop using peroxide though!
It dries out the piercing horribly. Get some H2Ocean spray.
That stuff is AMAZING. [www.h2ocean.com] it's at most piercing shops, and at Hot Topic in the case with the gauges.
You should clean it with unscented anti-bacterial soap and warm water. Then spray H2Ocean on it 6-8 times a day and it will promote healing. That stuff does wonders, I've used it for all 13 of my piercings.
It's still a fresh piercing, only 3 days old..
Just baby it.
Don't play with it[as hard as that is], and wash your hands before you touch it.
Wash your mouth out with Listerine[may need to dilute it a bit for the first couple weeks] after you drink or eat anything that's not water, or after smoking. Try to avoid kissing/oral anything for the first week[at least]

A 12ga isnt a standard size, usually its a 14.
The liquid is more than likely lymph, the crusting is normal. Keep it clean, dont handle it and dont squeeze it!
With the needle being a bigger size, it will take a little longer on the healing. Follow standard after care, clean it twice a day with saline solution.
