its not impossible, you need a software which i am too lazy to look for you,
you see when you clear your recycle bin you're not deleting anything hahahaha you're just making file invisible or forgetting the original location of the file, there are software that can help you see these invisible items but it will only work if you deleted the things recently for example my recycle bin is full and so i clear it item A can still be recovered and when i clear again item B can still be recovered but item A is lost forever
btw there are also software that can act as an extension of your recycle bin and make sure you cant find anything you have already deleted even recent objects
now,can you explain more elaborately why psp is nerdier than a phone?i mean it can practicly do everything the phone can better but doesnt look that cool......so is that it?
based on my question you answered

Unfortunately, this is impossible to do so.
Well, it's not impossible, but you have to have special software that you don't have right now. You can download software that will do it for you.
Try the link below to download software for recovery.
Here is some info about it(it works on 9x, NT 2000, and XP):
Restore deleted files that are no longer in the Recycle Bin! When a file is deleted from your computer, its contents aren’t immediately destroyed. Its hard drive space is made available for use, but until that space is overwritten, your old data is usually intact. Restoration by Brian Kato recovers such files on either FAT or NTFS partitions. Only 406 KB (or 200 KB for XP or 2K), it fits easily on a floppy, or runs from your hard drive. Generally, the sooner you try to restore a file, the more successful you’ll be.
good luck with everything

If it's still in your bin you can retrieve it how meri nz said if not then you can do a system restore, click start, all programs, accessories, system restore and go back to when the programs where on the computer, that should restore them how ever if you have put something else on the PC since the day you go back to that will be lost so save it on a disk or something first. System restores are fully reversible so if it doesn't do what you wanted it to you can go back the way it was before hand. It's completely safe. gl Mel ;-)

Hold control and highlight all the files you need. Then right click and select "restore".

Sorry to tell you that it's gone.
There are methods to recover files if the areaof the hard drive is not used again. That being said the services that are available to recover files on a hard drive will cost you more than a new computer.
