NO police scanners do not transmit, they only receive... secondly what do you think 911 is used for? to order pizza? If you really do need a fast response use the phone and call the police... last, those radio channels are licensed for police and fire use only, not for use by just anyone with a microphone. Could you imagine the chaos that would have happened on 9/11 if anyone with an internet connection in the US suddenly picked up on the NYPD channels and started trying to talk? Lastly, one very fast way to tick off a lot of police, and get yourself in FEDERAL trouble is to transmit on a police channel when you have no business being there.... You can be subject to prsion time, and thousands of dollars in fines.... Not a smart play at all...
