There's a stray cat who begs us for food, & we're not allowed any pets, but I feed it outside. My neighbor said, "Pick that up, she's not gonna eat that!" But he feeds her & sneaks her in his house. & he's bossed me around in other situations, too. & he figures that he can boss me since he's ex-military. Also, he & his guests make loud noise @ 3AM & he blasts his music & plays his horn loud. I think it's a trumpet he blows in the middle of the night, waking me up. He always tries to order me around & tell me what to do.

When he is loud at 3 am you can make a noise complaint to the police. I would do this every single time he makes a lot of noise. Also make complaints to the management if it is an apartment. Just keep making legitimate complaints. If he threatens you, call the police.
When he tries to boss you around just ignore him like you didnt hear him, he has no right to do this and you are not obligated to have an interaction with him.
That or move.

No matter where you live, loud ANYTHING at 3AM is illegal. Call the police and file a report and get him on record. Blasting music, loud guests and playing a horn are ALL no-nos. Refuse to back down, always stand up to him without being rude, and ALWAYS call the police every time he makes noise after 11PM.

When he makes noise, call the police. I think maybe the cat likes you better and he doesn't like that, so he's trying to get you to stop feeding it so he can get all its attention. If he bosses you around, just tell him he has no right to tell you what to do, since he is neither your father nor your landlord. Also, ask your landlord if he has changed his mind about allowing pets, since the neighbor has been feeding and bringing a cat into his home so it must be his. That'll fix him!

I take it you are in rental apartments or those dwellings where you are a community group with rules.
I would suggest the land lord in the first scenario and the tenants association, and the call the noise control people.

There is a pretty good chance you don't live in the same country as I do so your laws may be different

When he makes noise at inappropraie hour, call the police.

When he tells you to do stuff just say "okay" but don't do it. See if he has the guts to hold you to it. Like with the cat food, just say okay, smile, turn around and walk away. That's how I lived with a super bossy rommate for a year. She'd follow me around the house and tell me HOW to vacuum, how to clean the sink. I just said OK and continued doing it my way.

Well, what I'll do the next time he orders me 1)is to refuse. He doesn't have the right to boss you around. Or 2) avoid him. Sorry, I don't have anything to say about the cat, since I don't really have that kind of problem.

So call the police when he makes that much noise that late at night/early in the morning.

Just ignore his bossiness.
