You don't need a publication that says you don't have to file taxes if your income was 0 (zero).

You see, it's an "income" tax - if you have no income, you pay no tax.

Same as a sales tax - if you don't buy anything, you don't owe sales tax.

Same as property tax - if you own no taxable property, you don't owe property tax.

look at page 13, chart B -- there's the info you need.

If you need proof that you didn't file a tax return for 2004, just call the IRS. They will provide a letter that states that you didn't file a return and did not appear to be required to file one.

Call IRS at 1-800-829-1040 they can provide you with a transcript showing a tax return was not filed.
or download Form 4506 from the IRS website and mail or fax it to the appropriate department address and fax number provide on form.
you should receive information with in 10 days.
make sure whomever the information is for signs the form, or call IRS on their own.

go to irs.gov - individuals - forms and publications get PUB 17.
It wont' matter if you get 2006. This part of the law hasn't changed for many years.
