Why would there be a red light where there was no intersection?

The only case of that I could think of would be the metering lights on freeway on ramps. And, there would BE no such metering light on a ramps in an isolated area. No traffic jam, no light.

duh!
red lights happen at intersections, and therefore red light cameras are there too
