It depends on the municipal plan for your area.
Usually lots are numbered in the original plan.
Nowadays, in rural Ontario, we're getting green numbers.
These grew out of the 911 system for police & fire.
The Post Office are accepting them reluctantly.

Street numbers are allocated in advance by city planning officials, before a street or neighborhood is built. The planners determine how many lots can be divided out or how many buildings can be built along a given street, and provide enough numbers for all the construction that might be done, plus a few extras, just in case.

In many US cities, the addresses are determined by the street numbers. For instance address 2501 might be the first house on the block that extends from 25th Street to 26th Street, and 2599 might be the last house on that same block.
Generally, even numbered addresses are on one side of the street, and odd numbered addresses on the other.
