Imagine this situation. Someone stole from my store but I did not catch him/her in the act, only on my security camera. After a period of time, that same person came back to my store (without stealing) and I still have the footage. Can I still bring that person to justice or is there like a time limit on that period of time? What would be the penalty and does this differ from grocery stores to big stores like Walgreen? Respected sources would be great.

On most states the statute of limitations for prosecution of a misdemeanor like petty theft is 6 months.
It can be as long as one year.
Since you only have it on tape, call the police when the individual comes in your store, and have the evidentiary tape ready for the police when they arrive.

You can call the police and have them arrested. Your case would be better if you made a report when the theft was discovered.

You should try to make a conversation with this person pretending you know nothing then once you have his name (if possible his address) then you can call the police.
