When males are babies they often do look like they only have one, but it's just an illusion and they will get more distinctly "two looking" later on.
There is also a type of birth defect---of sorts---where they will be born with one ball showing and the other one up inside. Later on, it will drop to where it belongs.

Yes you are right, Baby boys start off with one ball and they develop the other later on. I dont know exactly when they develop the other but I do know that its way before puberty but yet way after the toddler stage. Maybe around four or five.
And guys that think they were born with two balls, you are so wrong. Change a diaper or two and you'll know. And umm, also just think about it. A one year old with two balls and hardly a dick? Now how would that look?

wow no. You can't just grow a ball. wth is wrong with you. We are born with 2, and we keep them as long as we dont get kicked HARD in them (That's when it goes to 1) hehe.

Two.... lol..... all the time... their just in your body as a baby... then they drop... but my ex had 1 lol.... but its all good :)
