If it is a specific sex act for a something in return. What amounts to a sex act? Is touching a woman's leg a sex act, what about her chest, what about kissing, how do they determine this.

Prostitution is having sex with someone and either you PAYING them or they paying you.

If you touch someone without their consent it is classed as a sexual act, this can be any area from their chest to their leg. Even just slapping someones bottom. This also involves sexual remarks you may make towards someone. I live in England and espically in my job we are very hot on the law side of this subject. You would be suprised how they smallest act can be classed as a sexual act.

Every state is different, however sex act normally is limited to the sex organs and possibly the breasts of a woman. Kissing would not normally be considered prostitution.
