It's an American brand and if you want a professional level blue black that hairdressers use (not cheap drug store boxed brands) visit your local Sally Beauty Supply. Have them point you in the direction of Clairol Professional Torrids - pick the Blue Black shade called 880B Ravenous Blue.

Garnier 100% blue black (it's in a red & white box), and around 6-8 dollars usually.
Works amazing.
