It's kinda hard to analyze what you're doing without seeing you bobbing and weaving in person. So at best, I can only make a guess. I'm assuming you're a tall person, so the problem might be your stance, it's either too narrow and you end up bending at the waist more hence making you top heavy and more likely to lose your balance or maybe you're not bending your knees properly when you bob and weave. Try exercises and drills that involve knee bends like deep squats, etc. And if all else fails, you can always sidestep with your rear foot to counter your balance. As for finding the time to train, believe me, if you can find the time to go to the bathroom, then you can find the time to train. If you think of training as a basic health neccessity like eating, peeing, pooing or just plain brushing your teeth then it ceases to be something you have to do and becomes something you need to do. Make it a part of your daily routine and you won't even need to think about doing it, it just becomes a part of your lifestyle. And regarding training in the dark, I used to train at night at our backyard back in when I was younger, it'd sometimes scare the hell out of my neighbors who'd think I was a prowler, but it helped me concentrate more since night time is usually a lot less noisy and the air is cooler. Just make sure you got a good towel to dry your sweat off with or you'll end up with a cold in the morning. Hope this helps. Good Luck with your training.

aparently you don't have anyone knowledgable around to give you advice? if this is the case, try and record a video of yourself shadowboxing and compare your movements to technical demonstrations on youtube. its probably something very obvious to the trained eye... but we cant see.
