Are papers that say you know something actualy good at representing what you truely know?

Like say you go through a training or school and get your papers but along the way you notice that 1/2 of your class is totaly flunk worthy yet they still pass and get the same degree you get. Isnt this totaly something as a society we wouldnt want? Of course if you cant judge a person by the paper behind them what do you judge them on?

You are perfectly right. Papers do not reflect our true capabilities. Not sure though what alternative standards to use.
Stll thinking about that.
