Contact any immigration lawyer. They will be more than happy to give you free legal information since you may become a client in the near future.

Just get married like anyone else. There's no trick to it. Each state has its own requirements but none of them require that a person be legally in the United States.

Now, getting this woman a Green Card is entirely a different matter. If her original entry into the United States was illegal (uninspected) she'll be required to leave the country and process things from where she belongs.

It's easy. Marry her.

Then go back to her country with her or send her back to her country and wait while she applies for a Visa or citizenship.

Go ahead and throw your money away to an immigration lawyer. He can't do anything for her while she's in an illegal status. She must go home and apply.

There are two kinds of 'illegal' with different consequences.
Those who entered legally but overstayed and those who entered without inspection (snuck in).
You need to consult with a lawyer to find out what her status is so you know what your options are.

She needs to go home and apply to come here legally, or you could go to her home with her. She is an illegal criminal alien. Why in the world would you even think of starting a relationship with a criminal. No good can ever come from such a relationship. Sorry.
