here are a few sites to help you:
the first prepares you to make the decision:
http://www.geocities.com/thepuppourri/plove.html
the second is a list of dog breeds to research,
from the akc website:
http://www.akc.org/breeds/breeds_a.cfm
they go in order a-to-z so just look for one name or picture you find appealing, click on it to read more about that breed
Once you've figured out what breed you want, start to look for it;
you can try professional breeders, however it's always nice to consider a rescue dog first:
http://www.petfinder.com/breeds/Dog
when you say "non-shedding", there really are no dogs that don't shed, however certain breeds shed less (such as a toy poodle)
there are many small breeds out there, and as long as you train and socialize the dog then it will most certainly be friendly (there's no such thing as a bad dog, only an untrained dog); you may want to consider training classes:
http://www.amazon.com/Complete-Idiots-Guide-Positive-Training/dp/1592574831/ref=pd_bbs_sr_2/002-2664110-6435233?ie=UTF8&s=books&qid=1193954276&sr=1-2
http://www.petco.com/Content/Content.aspx?PC=dogtrainingclasses&Nav=131
http://www.petsmart.com/uc/petservices.jsp
I also did a google search of the words:
"dog breed compatibility survey"
and here's what came up:
http://www.glowdog.com/bestdog/help2.htm
http://www.dogbreedinfo.com/search.htm
http://www.dogadv.com/dog-breed-selector.shtml
(I think the second one would be most helpful)
good luck and happy hunting

This one's OK. I've played with it before. Anything in the top 10-15 breeds is probably reasonable to research further. It rated my favorite breed lower than I expected for me and some that aren't right for me higher, but it's a place to start. Follow up with more research and talking to reputable breeders.

I think dogbreedinfo.com has a survey. You have to be pretty specific or it will give you tons of them.

Or dogsindanger.com if you have immediate capacity

If you don't know, you don't need a dog.
