I assume that you're in the UK, since you use the term "CV" rather than "resume". In the UK, companies which use application forms typically are not allowed to accept CV submissions - read the small print and it should say so on the application form - this would certainly be the case if you're applying for a role in the public sector, whether it be a charity or a government agency. This is just to make it fair on all applicants, so that they're getting the exact same information from all applicants. The form is typically designed so that it will cover absolutely everything relevant to the position. However if you think that there is something they should know that isn't covered, then I might be tempted to add an Appendix with this information. If you send a CV as well, I don't think it would look desperate or harm your chances, but you'll probably find that it just goes straight in the bin. Unless, of course, it specifically says not to send a CV and in that case if you do, they will assume you are incapable of following instructions.

A cover letter is what you would send with your CV or application form. I usually split it into three sections:
1) Reason you are writing e.g applying for job.
2) Brief description of yourself area/s of work history/key skills.
3) Conclusion availability for interview and THANK YOU is a must.
Key skills are anything you know or can do that would assist you in the job your applying for e.g good communication skills, works well in a team, good time keeping in reality the list could go on and on you just need to work out what yours are and if they would help.
I've put the website below of the job centre it has advice on finding work.

Key skills are the skills that you can bring to the job in question. Cover letter is basically a letter to let the potential employer know that you are really interested in the job that is advertised.

Cover letter's should have information on it.

i.e Name, address, ref number, telephone number, date.

All the usuall info and if possible where you seen the job advertised i.e Internet, newspaper.

Cheers

What is our country coming to? What is our world coming to?

With no disrespect intended. Just read your question again. Within the question are your answers. They want a cover letter because they want an idea of you literacy, apart from filling in a from. For example, do you start a sentence with a capital letter? In your case, no.

They also want to know if you understand a simple phrase, such as, "Key skills." In your case, no.

If I was you, I would really think about suing the school you went to. It's time people started doing things like that. Someone must be at fault and to blame.

For sure you will claim it isn't you. Your parents will say it's not their fault, it's the school that's to blame.

I say, WHATEVER!!! I also say, God help us, whoever is to blame

Key skills means what areas are you talented in that pertain to the position for which you're applying and a cover letter is a letter to the employer or human resources manager explaining why you want the position and why you're a good candidate for the position (relevant experience, what you have to offer the company, etc.).

Key skills - bullet point things such as 'good communication skills' , 'highly motivated' and 'assertive' at the top of your resume, or whatever things about you make you right for the job.

A cover letter is a couple of paragraphs expressing your interest in the job, aimed at enticing you to read the cv - keep it concise

ps dont slag this person off, its a perfectly valid question and not everybody gets taught this at school, I wasnt!! Took me years to learn about this and a good cv to a job application is what looks and style are to pulling in a club!

It’s Friday brunch time and you just can’t stop going back pertaining to seconds. But hang on! Stop for just a minute and suck on a supplementary strong mint. The flavour may put you off that 3rd plate of chicken korma/roast beef/sushi medley.
