Iran, Zimbabwe, North Korea, that's about it. Every state and province recognizes a revocation, and none of them will issue you a licence unless and until your NC revocation is cleared up.

If your license is revoked in one state, it is also revoked in the other 49 states, so even if you moved to another state you would not be able to get a license. You have to turn in your old license to get a new one, and once they run it and find it's revoked, they will not issue you a license. If you lie and say you have never had a license, you will have to present documentation and a social security card to establish your identity, and once they run that information your revoked license will show up.
You will have to do whatever it takes to satisfy the state of NC to get your license status valid again.
