I got married in Greece and petitioned my husband at the USCIS office in Athens so my husband could apply for a visa. However, I think you will find now that the USC must be living in Greece for 6 months to qualify to do that.
So, if you want to spend some time in Greece, that is a good option.

If not, you go there and go through the (lengthy) rigamarole to get your marriage license from the Dimos and have your wedding. After you get your marriage certificate back (get multiple copies, trust me) you file your petition I-130 with the USCIS Service Center serving you.
When they approve the petition, the visa application starts. It takes about 8 months for all these applications to get through and --then-- they can come to the US.

Alternately, you can use the K-1 Fiance petition + visa and have them come to the US to get married. This process is slightly faster.

I am married to an European. Have been for six years. So here goes. You can apply for visa for a person you are going to marry through the INS. They have an 800 number to help you with this. The INS will be interested in your ability to support this person and will want to exam your records and history as well as their history. You will be finanical responsible for this person for 10 years, whether you remain married or not. OR you can get married first and than apply for the Visa. This is what I did and it seemed to speed things up a bit.

But first get the INS 800 number and listen to their recordings.
