That is a very old one. It is usually asked about three men who rent a hotel room and the bellhop has to deal with the difference in room rates. Get a new riddle - this one has been overdone

The change for each person should have been $5/3, or 1.67 each.
Since the cabbie gives the group five dollars, and not exact change to each person, they cannot split the remaining dollar. Giving the cabbie $2 is equivalent to each of the men giving 67 each as a tip.

the driver has 27 dollars and 2 mystery dollars.
i think the driver gave them 2 fake dollars and kept 2 real dollars.
or just because each man took one of the dollar bills it doesnt mean that he kept it.
