Certainly not universally. Some people can't have sex without feeling a profound emotional connection to their partner. Others attach no particular emotional meaning at all to the act of sex, even if it's with someone he or she loves.
Personally, I'm somewhere in between.
So, I think meaning in sex is almost exclusively a product of socialization rather than biology or genetics.

Well sure if you want to quibble over semantics. Everything has some meaning. If you don't love the other person sex can still be a great experience. It could lead to love. Or not. In any event, it means something but not as much as the depth of meaning sex combined with love can bring.

Even if you don't love that person you are becoming one within the flesh. It does have spiritual implications as well, as even if you are just using the person to obtain climax, you are still in a very intimate position with the other person. We often try to rationalize away the spiritual or deeply personal implications in order to evade a deeper set of issues. I would pose this, why does a person feel the need to down-play the role of sex.

Sex for the sake of sex itself is just a physical act. It's more than that to us because we can put more behind it, more meaning and more emotion.
So no, in itself, I don't believe sex has any meaning beyond being what it is.

Exclusive of romantic feelings, the meaning I find in sex is just sharing an enjoyable experience with someone else, another form of human exchange, which is part of nature, an
opportunity to feel good and make someone else feel good as well.

The meanings that sex has are applied by the participants, not from an external source. They can include love, lust, friendship, procreative urge, power, money, fear, submission, attempts to restore or maintain a relationship, etc.
Of course, society influences those meanings, but does not dictate them.
