I lost my father in April and my uncle last month. Honestly there is nothing you can say to make him feel better. Just be there to listen when he needs you. Support him with your friendship, love and understanding.

Share the hope of the resurrection.
Read the account to yourself first John chapter 11 verses 1-44. The account of Jesus friend Lazarus. Get a little understand of this account then share it with him.
Romans 15:4 For all the things that were written aforetime were written for our instruction, that through our endurance and through the comfort from the Scriptures we might have hope.”

Grieving takes time. There probably isn't much you can say to make them feel better.

Offer your condolences, your friendship and support.

edit: I am somewhat annoyed at the thumbs down. As someone who has lost a mother and a sister there is very little anyone can say to "make it better". Time is really the only thing that helps.

It depends on your level of closeness. Definitely tell him you are there for him. If you're closer, you might share personal experiences with death of loved ones. You can remind him that she's not in pain anymore, and that he will see her again. Be sure it comes off as sincere, though.

I always ask about happy times or times of greatness that the dead person was responsible for.

It adds meaning to their life, beyond the normal platitudes of 'she is in a better place' which none of us can prove.

You don't need to say anything. Just listen to him tell you him memories of her. It will benefit him greatly.
