Yup. All are decendants of Adam, and therefore the sin is passed on. This is why Jesus was born without blemish. This does not mean the guy didn't have acne, he most-likely did as he was not an attractive person. It operates along the same framework as generational sin, where the sins of the father are passed on to future generations.

I would say no. Because if ALL people were born with sin, then Christ (who is one of the "all people") would have been born with sin as well and we know that that is not the case). However, the Bible does say that our hearts are fixed on evil intents from the time of our youth. So, it doesn't take long before we've chalked up our first sin.
