The DMV handles the licenses for autos and trailers. You will need the title or, if home built, it will probably need to be inspected.

Are you talking about a license plate for the trailer or a drivers license to legally drive pulling a trailer??
The state office where you live can tell you if you need a license plate on the trailer I think it depends on size. My trailer (8x16) had a license that I renewed every year. I do not need special drivers license to pull it.

If you are talking about long distance, heavy duty tractor pulling type trailer. There is a school you have to attend and pass testing and lots of requirements to keep that license.

Well, trailers don't have motors - so you can't drive them. If you want to drive the TRACTOR, you need to go to a driving school before you can apply for the CDL.
