There was some construction work on the road so the left turn lane was closed....i was wondering when its your turn can you still make a left turn because i saw other people doing it that was ahead of me by like 3 cars... i was wondering if thats legal or illegal??

As long as it isn't marked "NO LEFT TURN", then it is perfectly legal to make your left....

Under normal circumstances yes you can make a left from the inside lane. The lights are usually changed so that you can easily do that. If they do not want you to turn left there will be something changed in the signage to indicate that. If is is unsafe to turn then don't. If I would be holding up the cars behind me because I could not turn because of oncoming cars I would probably to straight to keep the traffic moving and then turn around when I could safely do that.

Can't speak for any other state, but here in Michigan they are required to put up a sign saying "No Left Turn" if they don't want you turning left because of the construction. In your case, you should be fine -- if the police pull you over you have a built-in defense.

You could still take a left turn if there was another lane to go on.
