You can't say anything. You are responsible for throwing cigarettes out of your car. Nobody forced you to do it.
The simple solution is to stop smoking. I don't understand how people can justify $6 a pack when most people go through 1 - 2 packs per day. At 1 pack per day that's an extra $2200 per year that you have thrown away.
If you were to take that $2200 and put it in a simple 4% savings account you would end up with over $65000 in 20 years. Thats a life changing amount of money and thats based on only one pack per day. If you are a two pack per day person the figure is over $130000.
Do yourself a favor and just quit smoking. Take that money and put it into a savings account.

Both of my 2003 vehicles do not have an ashtray either. They also do not have the cigarette lighter. It has the outlet, but just a cap to cover it, no lighter. But anyway. Use a soda can or soda bottle with a little liquid still in it to extinguish the butt. Once you get out of your vehicle, throw the can or bottle away.

There *IS* no excuse for that... just because your car doesn't have an ashtray and you choose to smoke in your car does not give you the right to throw you butts (or your ash) out the window.
I bet your car doesn't have a garbage can in it either - yet you don't typically throw garbage out your car window, right?? You can BUY an ashtray ... put a cup in your cup-holder to use THAT as an ashtray... stop smoking in your car... or ANYTHING else short of littering the rest of the world with your ashes & butts.

Buy an ashtray that fits in your cupholder.
The court doesnt care that your car doesnt have an ashtray. Littering is littering. If you had garbage in your hand and couldnt find a garbage can, would you throw it on the ground?

We have 5 jeeps in our family-and not ONE of them has an ashtray-didn't come with them, don't want one.
Yes, flicking your butts out the window is littering-plain and simple. And in some states, you can ALSO get a ticket and/or arrested for causing a potential FIRE HAZARD.
I hate to imagine what sitting in your car must smell like-all that old stale smoke imbedded in the fabric of the seats and carpet. QUIT SMOKING...no drugs or patch or anything-just DON'T smoke! It can be done and you will never regret it.

People like you piss me off. The world is not your ashtray. I am so sick of seeing thousands od cigarette butts all over the sidewalk everyday on my way to the local transit stop.
Too bad you did not get cited for throwing a lit object from a car, that is an even stiffer fine!

No, the court Will not excuse littering esp. with something burning.
Put a short glass in one of your drink holders and fill that glass with an inch or two of baking soda. The soda will kill the embers and keep your car smelling less.

I have seen the sand-bottom ashtrays at Walmart. You won't win a judgement for littering. I have noticed a few of the newer cars make ashtrays an option.

Have you checked with your dealership? They usually have lots of things like that, including a cigarette lighters and ashtrays.
