I'm wondering, since mac OS 10.5 (leopard) is out, do all factory and retail sold computers come with 10.5 on already? I've asked around and it seems not, all come still with 10.4.9, which IMO is a big ripoff. What's the deal?

The deal is that all the previosly made computers have 10.4 .
The New tiger Operating SYStem has only been out for a week. So it is impossible for them to go through and download the new system on every computer that has beeen delivered.
Apple does offer the new system for free on these latest purchases and or they offer a $10.00 charge for the upgrade for 10.5 . It depends on when the system was purchased.
If it was purchased before Oct 26th then it will cost $10.00 if after Oct26th then it is free. Oct26th was the release date for Tiger.

It all depends.
Lots of retailers still have they old systems installed on their macs.

But apple will give you a credit for a free upgrade to 10.5
