I am going to assume it is some sort of flu or virus and she is throwing up because of that. However if she is not sick with a virus, flu, etc than you should notify her doctor.

If she is continuing to vomit when you give her food then stop. It is far more important that she takes in liquid and keeps it down. Every 10-15 min make her take a small sip of water, ginger ale, pedialite, etc. If she is throwing up then she is not getting any liquid in, which could lead to dehydration. She does not need to eat anything at this time, when her stomach settles in a few hours or a day then try plain toast, crackers, etc. Keeping the liquid down is more important than having her eat.

I don't know how to address this since you gave so little information

Take her to her doctor.!

Throwing up can be an allergic reactions, or a serious health problem. Is this new problem or old?.

As a toddler she would have already had this going on as an infant.

Many people give their toddlers too much milk because we are indoctrinated that way. Milk causes all kinds of stomach problem and we give all the calcium we need from other foods and milk is almost impossible to digest after the age of 18 months. Her throwing up could also behavioral.

Don't let this go on for long or you could have more serious problems.

If your child is throwing up everything they eat, there could be some sort of Gastro/intestinal condition at work here, such as G.E.R.D (Gastroesophageal Reflux Disease), or possibly something much worse.
I'd recommend taking the child in to the doctor, or possibly get a referral to a Pediatric Gastroenterologist Or Peds. Otolaryngologist.

I would strongly recommend you take this seriously, as these conditions are becoming more frequent in children.

Is this all the time or just an illness? Is it projectile vomiting or spitting it out? Does she do it with everything every time? What about liquids? Is she running a fever? Any other symptoms?

A meal plan suggested by their doctor after they've been seen.

You should see her pediatrician. It depends on why she's vomiting. You can also talk to a dietician.

You need to take her to a doctor....it may be food allergies...but only a REAL doctor could say for sure! Good Luck to you!
