The sugar may have carmelized. It may be on for good. Try scraping what you can with a spoon (not as sharp as a knife) or use a butter knife. Keep soaking and washing. You know, those things are about $15. Might be easier in the end to go get a part time job, earn the $15, and replace it.

Fill the pot with water and then put 1 or 2 depending how bad it is fabric softner sheet in there and let it sit for about 1 hour and it will loosen it up and you will be able to wipe it clean

Put a fabric softner sheet in and allow to soak 12 + hours. Do not plug in and turn on. Just use hot tap water.

Or use a scrubbing sponge that is sake to use in non stick pans and a little elbow grease. It will come out.

I've actually used an oven cleaner like Easy Off. Spray thoroughly and let set a good 30 mins... should come off with a sponge. You may have to repeat. Also works on corning ware.

A brillo pad shouldn't damage the ceramic.

I use a sos pad on mine all the time to get the tough stuck on food off and it works great. The brillo shouldn't damage your pot.
