As with most Third World countries, the cost of living is lower in Mexico than in the US, yet the proximity to the US allows expatriates to easily visit the US when they wish, and of course to seek proper medical attention when necessary. Ultimately, though, it is a trade off when considering the rampant corruption, lack of social service infrastructure, pollution, and lower standard of living south of the border.

Remember the Wizard of OZ? Pay no attention to that man behind the curtain? Well, pay no--absolutely NO--attention to those who tell you falsely that foreigners cannot own property in Mexico. Millions of them do, quite legally. The law allowing foreign ownership of property (except for the beach and near the border) changed more than a decade ago. Americans own land, houses, condos. They can often get mortgages now. Title insurance is beginning to be introduced.
I repeat, for those who refuse to listen--AMERICANS CAN OWN LAND IN MEXICO!! I do. So do dozens of my friends.
Sorry for shouting. The other reasons: Sometimes it's money, although many of the most popular ex-pat spots are nearly as expensive as the US. The climate. The culture. The people. The pace is slower here. Priorities are different and, to my mind, better. More emphasis on family and friendship. Less consumer-oriented (tho' changing). More respect for tradition. The people are hospitable, courteous, funny, very affectionate.
Just some of my reasons.

Except you can't drink the water. No, they are living there because it is cheaper. Someone living on a fixed income can live like the wealthy down in Mexico because they have such a corrupt government that doesn't care about its population. If Mexico has all of that going for it why then are so many Mexicans coming North to the US. There are far more Mexicans living illegally in the US than Americans living legally or illegally in Mexico.

Like DAR I don't think the number is even remotely close to the one you quoted but the reasons are 1. Cheap to live and 2. Close enough to family to go home regularly (especially for those living in border states...
Most of this is done quite legally and is encouraged by the Mexican government.

That simply isn't true (the number).

However, it is closer to family than other countries, and a lot cheaper when people who worked here all their lives now worry about being able to afford to retire here. Beaches and climate are also nice. There are great people there but also the bad, no country can be pegged as having the 'best people'.
They go legally, however.

Because there are still some americans (even if they're a minority) who are smart enough to realize that there is a world beyond the borders of the United States of America.
I'm sure most americans would agree that Mexico is a beautiful land. That's why they invaded half of the mexican territory in the 19th century. They wouldn't have done that if Mexico looked like Poland...

Mexico invites American Retirees because they bring money to their economy. In return American retirees get decent medical care, a higher quality of living, great cuisine, and affordable housing.
