No. The US has enough capacity to meet the need.
There are many laws, local, State, and Federal, involved. Anyone starting such a project has a whole team of environmental compliance specialists and lawyers, working on compliance with the various laws.
Among other things, you'd need permits for discharging waste products to the air and water.
